Missing students’ recovery exposes security lapses in train services

Amar Sangno

ITANAGAR, Mar 26: Ever since the introduction of Naharlagun-Delhi and Naharlagun-Guwahati  train services, the possible security lapses have become a major concern for both the citizens as well as the law enforcing agencies. It is  feared that with the introduction of train services, the influx graph would shoot up manifold and crime rates including human trafficking would double in coming days if not taken care of.

With the recovery of three minor students namely Kipa Para, Nabam Rikam and John Sonam of J.E.S. School Lekhi (who went missing from the school on March 12 last), from Guwahati on Tuesday, the security lapses of Inter-City Express (Train)  has been exposed. The missing minor students reportedly boarded the Inter-City Express (Train) from Harmuti unnoticed by the Travelling Ticket Examiner (TTE).

According to Investigating Officer of the case, SI Balkar Singh who rescued the minor students from hotels at Jorabat and Six mile  near Guwahati with the help of Deputy Resident Commissioner Guwahati, the boys boarded the Inter-City Express train from Harmuti  on  March 12 night.  Surprisingly, they managed to reach Guwahati without any checking by the TTE.  Whereas it is the responsibility of  the TTE to verify the tickets of all the passengers in the coach.

Earlier various organizations opposed the introduction of railway in Itanagar, demanding for strict mechanism to check ILP defaulters saying it would encourage influx of illegal immigrants as well as crimes related to women and children.

However, with the flagging off the AC Express Train between Naharlagun and New Delhi and the Intercity Express between Naharlagun and Guwahati by Prime Minister Narendra Modi the trains are now running continuously with Inner Line Permit(ILP)  being streamlined  and easily accessible on arrival.

Bandh cripples normal life, passes off peacefully

Staff Reporter

ITANAGAR, Mar 26: The dawn to dusk Capital complex bandh given by All Nyishi Students Union (ANSU) passed off peacefully here this evening without any untoward incident. According to police sources, no untoward incident had been reported from anywhere during the 12 hours bandh period. However, the normal life was crippled in Capital complex as shops and markets remained closed and all kinds of vehicles were off the roads except for a few police vehicles moving around. The education institutions, private establishments and financial institutions also remained closed. Despite warning from the state government that employees found absent in the office during bandh hours will be taken serious action, many of the government employees preferred to stay back at home seemingly to avoid any untoward incident as well as to enjoy the World Cup Cricket match between India and Australia. Similarly, the business community of both Itanagar and Naharlagun downed their shutters. The Union had given the 12 hours bandh reacting to the state governments' alleged failure to fulfill its demand which include immediate scrapping of the Pre-paid Energy Metering System in the Capital complex.

Governor calls for strengthening cooperation between China & India

ITANAGAR, Mar 26: Arunachal Pradesh Governor Lt. Gen. (Retd.) Nirbhay Sharma has emphasised that the future of India and China should be defined by cooperation and not by confrontation adding that the benefits of cooperation far outweigh any presumed gains from containment. "India and China's dreams of being strong developed and prosperous nations are interconnected and mutually compatible," he added.

The Governor was delivering the closing address of the two-day seminar 'Voices from Arunachal:  India-China Border Problems and related Arunachal Folklore' at Rajiv Gandhi University, Rono Hills today. He commended the collaborative initiative to understand the local perspective at the grassroots of the border state by documenting the folklores and oral history adding that "We must listen to the issues that matter to the people of the State and appreciate their take on them."

"The opinions, outlook, experiences, historical perspectives and social memory of Arunachalees are valuable in knowing their vision for the development of the State and lending a perspective to solving the boundary dispute."

Underlining the relevance of recording cultural aspects and folklore, the Governor said that along with recorded history, local folklores of the various ethnic groups of the state help shed light on the past, providing a credible geo-political identity of the tribal communities of the frontier State.

On the occasion, he also pointed out the economic and vital strategic significance of Arunachal Pradesh and the NE region and the potentials of the NE region in terms of its proximity to eight Asian countries as doorway to the South East and East Asia.

Highlighting on demographic connectivity, he said that Arunachal Pradesh has ancient linkages with places like Tibet and Myanmar  through human migration over the ages. Buddhism spread from India to different cultures, particularly to Asian countries. However, he opined that such factors cannot be the basis of a Nation-State as he observed religious and cultural affinity is beyond borders.

Stressing on pursuing security and development, the Governor said that we must work towards matching infrastructural capacities.

He said that the Union government is working on strengthening bi-lateral relations on the basis of Prime Minister's vision as "Inch Towards Miles".

The seminar was organised by Research Centre for Eastern and North Eastern Regional Studies, Kolkata and Maulana Abul Kalam Azad Intitute for Asian Studies, Kolkata in collaboration with Rajiv Gandhi University, Rono Hills.

Opposition to TAH for favouring the rich

Karda Natam

DAPORIJO, Mar 26: Residents of Sigin Colony Daporijjo were on the road to stop the further mapping of proposed Trans Arunachal Highway (TAH), while claiming that authorities have diverted from the proposed road affecting poor people while leaving the property of rich untouched.

They have appealed to the authority to re-align the existing PWD road from the proposed alignment.

Land Affected Peoples Forum of Sigin Valley Part-I & Part-IV while expressing their deep resentment over the ongoing road measurement has appealed the concerned authority to immediately reconsider the alignment of the Trans Arunachal Highway.

One of the dwellers said, "As per the previously proposed alignment, most of the RCC building were to be affected but now with the new alignment only Kutcha houses in the colony are going to be badly affected. It seems that there is involvement and influence of rich people."  In a representation to Deputy Commissioner against the Proposed Road Alignment of Trans Arunachal Highway, affected people have said that further work will create hue and cry.

They informed that proposed alignment is in the middle of the human settlement area at Sigin valley part-I & Part-IV leading to destruction of permanent resource of many families.

"I have inherited this plot of land from my forefather, so I am deeply attached to it.  And I feed   my family members, running a small scale business in this plot of land. The coming generation can continue living and doing business but demolishing my land will destroy the income of my family and future generation" another resident added.

The protestors further alleged that authority concerned has never informed the affected people or organized public hearing on proposed TAH.

While warning of democratic movement for the cause, the affected people said that they are not against TAH in the area.

Misappropriation of students’ stipend  in JN College alleged

Correspondent

PASIGHAT, Mar 26: The Students Union of Jawaharlal Nehru College, Pasighat has alleged massive misappropriation of government fund meant for students’ stipend and other academic activities.

The union in a statement said that huge amount of money released under 'stipend scheme' has been misappropriated by the college authority. Raising questions over transparency and accountability in financial dealing, the union said the office bearers are quite reluctant to disclose any financial information viz. sanctioning amount meant for stipend, actual number of students and disbursed amount with the existing balance.

The union has reported many discrepancies in the allotment of stipend such as unequal allotment of amount, missing of names from the allotment list and delay in payment, while many eligible applicants are not given stipend even after furnishing required documents. Thus, more than 1800 students of this college are still debarred from getting stipend, which is causing concern among the student union members.

The Students' Union is all set to stage dharna before the academic office on March 28, to register their protest against the alleged financial irregularities.  The union members further alleged that numerous problems are plaguing the premier educational institution due to weak management of the college authority. It also urged the department of Higher & Technical Education for equal allotment of students' stipend and strict monitoring of the payout procedures in the government colleges.

When contacted principal of JN College clarified that allotment of stipend against the eligible students was made by the directorate. "The college authority has been assigned to disburse the amount as per the allotment list into their bank accounts through the district treasury. Allotment of stipend against particular student is made on the basis of percentage of marks secured in the previous examination with the percentage of attendance in class," he informed.

According to the information through order no. ED/HE/STD/77/ 11-12/PT-1/ 2779-784 dated 2nd January, 2015 an amount of Rs 1,25,43,970  was sanctioned meant for stipend (first phase) against JN College Pasighat, out of which an amount of Rs 1,23,68,920 has been disbursed so far. As such, a total of 5176 stipend forms for the year 2014-15 were received by JN college office, which were forwarded to director office in Itanagar with due verification and approval.

Beautiful Lower Dibang Valley dirtied by poor garbage management

(The sight is a déjà vu of the 'welcome dump' near the welcome gate of the town)

Karyir Riba

ITANAGAR, Mar 26: Lower Dibang Valley district is one of the most beautiful and peaceful districts of the state. Its picturesque sceneries with rivers, mountains, greenery, have always attracted tourists, especially from the neighbouring Assam. It is also home to Mayudia, that becomes a busy tourist spot during winters when it is covered in beautiful glistening snow. The local traditional attire of the Idu-Mishmis also boasts to be one of the most beautiful and intricate amongst other traditional attires of the state.

Overtly rich in culture and tradition, the district is also home to a number of talents who have contributed to the pride of, both our state as well as the nation. However, when a person enters the heart of the district, its impression on the person doesn't stand tall. The appearance of a town speaks volumes about its character and history, however, Roing, the headquarters of Lower Dibang Valley district doesn't seem to do so in a positive manner. The reason being, heaps and heaps of unattended garbage lying proudly to meet the eyes of its visitors, sending an utterly wrong message about the place.

For those who haven't visited the town yet, it starts with the market area which covers a decently large portion of the town. Just a few meters away from the 'Welcome to Roing' gate, lies unmanned garbage of every types of waste materials one can think of. Adding to the beauty is the presence of stray pigs, cows and dogs feasting on this waste! One can only imagine what a sight it must be, but here it is a common view.

A few more meters ahead is the vegetable market where fresh locally grown vegetables and other food items are sold every day along with other non-local items. It is a pride to witness local women entrepreneurs working so hard to provide fresh products in reasonable prices. With prices of vegetables touching sky heights in some parts of the state, visitors find it a delight to purchase vegetables from the Roing market on their way back home. However, to keep up with the poverb "nothing is perfect", the dump right in front of this rich vegetable market ruins its very essence. The sight is a déjà vu of the 'welcome dump' near the welcome gate of the town.

In all its fairness, the DUDA has a dustbin constructed in the vegetable market for disposal of the wastes. What cannot be understood is the idea behind the design of this dustbin. It lies at a height of about four feet atop a platform that has a narrow staircase, and its size doesn't seem to be enough to accommodate a day's waste of the market. Due to this design almost 80% of the garbage lies not 'in' the dustbin but all around it. When asked, a source from DUDA said that this design was chosen to protect the garbage from the infestation of stray animals. Ironic as it is, every species of stray animals can be found merrily feasting on the garbage lying strewn all around these dustbins. But yes! The lucky garbage that manage to be thrown into the dustbin, sit safe and sound from these stray animals! The concern department's mission seems to be successfully accomplished based on this fact.

These are only two of the official garbage disposals, but these dustbins have been built in many parts of the town, and the scenario explained above is a common sight around town. The most disturbing part is that these dustbins do not get cleared regularly. A DUDA source says that this is due to lack of manpower in the department.

Time and again, various NGO's, student unions and associations, have tried to clean the town by organising cleanliness drives and social service. They always plead the shopkeepers to maintain cleanliness around the market area, but to no avail. Totally blaming the DUDA will not be fair because they receive no cooperation from the shopkeepers in maintaining the garbage disposal. The garbage that is strewn in the market area doesn't come from people's households from other parts of the town, but from the shops and the households of the shopkeepers living in the market area. They should have a sense of responsibility towards maintaining cleanliness in their area and understand that it is the first place visitors witness at their entrance into town. The Market Committee should also take note of this situation and take necessary measures to maintain cleanliness.

Another concerning aspect of this whole process is that the disposal of the garbage that is collected by the DUDA garbage truck is questionable. The dumping ground of the town is built on the outskirts of the town, near the bypass road. However, as dramatic as it may sound, anybody who for some reason or the other wants to visit the dumping ground, can find their way to it by following the garbage that somehow manages to 'jump' out of the truck onto the road. What seems fishy is that these garbage choose to jump out only after the truck is out of the main township area. Sometimes a batch of the garbage does not even reach the dumping ground. It is simply dumped on the roadside of the bypass. Many picnic goers have witnessed heaps of garbage been dumped on the bank of Eze river too.

The dumping ground which was reportedly a project of over two crores, is simply a barren land with an RCC wall built around it to mark it, holding a single plant to process bio-degradable waste into usable manure. However, due to lack of manpower (as told by the DUDA source), the plant is not functional, and the garbage is very conveniently burnt instead of being treated. Ironically, the district administration seems to give a blind eye to these problems.

Why is the department that is responsible for keeping the town clean falling back on its duties? With so much unemployment reeling in the district, is DUDA really falling short on manpower? Does not the state Government provide the DUDA Roing with enough fund to employ manpower for keeping the town clean? When releasing any scheme, why does the Government fail to look through the efficient implementation of the scheme? Will this beautiful town ever be clean or not, is a matter of wait and watch!

Question paper leakage and multiple questions thereof

Dear Editor,

Why do the accused especially the influential ones fall sick when arrested? Why do the doctors put a stamp of sickness when checked in hospital? Why was Joram Nagu on whose direction the PA issued the questions paper spared from the list of accused who were put under suspension?  why should the mains paper 2014 be the photocopy version of the APPSCCE-2014? Is it not the job of commission to see that the question papers of one year are not the stereotype of the previous years? What is the linkage between the owners of the Coaching Centres and the suppliers of the question papers? Will it not be erroneous to conclude that the leakage were not done for commercial gains? Do we assume that the PS to chairman APPSC and PA to controller of exams were above their bosses and took no command or direction from them while leaking the papers?  Is the adverse observations made by one man Magisterial Enquiry Report on the malfunctioning of the Commissions and the subsequent establishment of proofs leading to the arrest of the entire team of officials of APPSC by the SIT not sufficient ground for invocation of Presidential Reference under Article 317 by the State Govt?  Is  our Govt. not aware of Guwahati High Court’s Judgment holding the APPSC of committing gross illegality in matters of appointment against handicapped quota and imposed a penalty of Rs. 25,000/- on APPSC? Now that the picture is crystal clear, should the Govt. wait for another hunger strike by the likes of Ujum Perying or should the Govt. on its own not ask the members involved to relinquish on their own or face Presidential Reference?

Well, these questions and many more questions will be spontaneously asked by the young Civil Service Aspirants, Members of the Civil Society and the awakened Society at large. Failure on the part of the much hyped SIT and the govt. to punish the guilty and deliver justice to the aggrieved at the earliest would send a very negative message amongst the talented youths of the state. It would not be a wonder if somebody sooner or later moves the Supreme Court for a thorough CBI probe into the scam covering more than two decades to unearth the unholy nexus amongst various black sheep.

Yours,

An Aspirant

Who benefits and who loses?

Dear Editor,

Ever since the paper leakage theory in the history of most prestigious APPSC office since last 16th Sept. 2014, the development of the story is suspiciously something like a furious flooding river blindly eroding its banks. Everything seems to be like a fire lit without matchsticks or a lighter; wild fire from the crusty dried twigs without frictions, or anything else.  The exam which started on 13th continued till 15th September 2014. It was supposed to be over by 20th but closed on 16th Sept 2014.

The aspirant, Mr. A, a sincere candidate, was preparing for the State’s prestigious exam. During his preparation period in the gone years, he desperately looked for sample papers of the past exams, and so happen to get some copies from the office without the slightest idea that the ‘lady luck’ smiled. He studied them but not seriously, and in the exam hall, his mind recalled about having seen those questions, but the answers he forgot. When he went back to his home he found out that the same question paper lying in his drawer. With the doubt that the papers must have been in circulation, the trigger was pulled and the canon ball went rolling. The soldiers of corruptions, university students, other students organizations, media personnel, and many more educated section of the people, all jumped in, and raised their voice against the culprit. But who was the culprit? Many aspirants who wanted to continue their exams were forcefully barred from appearing the rest of the papers. The office was vandalized.

Who was the culprit with whom these soldiers of corruptions started campaigning? Was it an officer or group of officers? Was it only the Commission members? Was it the computer boy? Was it the peon or sweeper? Was it the elected representative? Or was it the system itself? May be some knew the answers but many hit blindfolded.

The officer who gave some sample papers also forgot about who or what was given. Normally each official are assigned their specific duties in the commission. Two boxes of different sets of questions are packed and sealed and presented before the commission who comprise of Chairman, Jt. secretary, and three more members. From among these two sets of question papers, a lot is drawn as to which box should be used in the ensuing exam. The questions are set from different part of the state or the country and no one knows about it. It is also not sure whether the questions that the questionnaire had set will come in the ensuing exam.

Immediately some officials were under suspensions, and the deputy Secretary was given the charge of looking after the exam. This was done so because he was the trusted officer in the APPSC. But soon he was politely asked to sign on his suspension order. Later the SIT (special investigating team) was constituted. The investigation and enquiry started. So far no arrest was made during course of investigation for there was no evidence of crime or corruption against the officers. The Deputy Secretary was charge sheeted within the department and asked to reply which he did immediately. After submission of the written reply, the chairman neither charged him nor acquitted him as per official norms. Despite repeated requests, he was kept pending about the answers to his replies. Almost every official in the commission co-operated the SIT. Surprisingly now they are arrested and detained. It is now 5th day of their imprisonment.  The rule to produce detainees before court in 24 hours is in fairy tales! The question is why then are they arrested?

The infinity now is how will the APPSC now run? From Jt. Secretary to PAs is under extended suspension period of another 90 days. This means that the commission may fall short of experienced drivers to drive. If at all new batch is hired, then they may take some time to start the engine to run it smoothly?

So far no corruption or scam case has been settled in favor of us the simple public. In the end, these officers will be tried in the court, and ultimately they will be victorious and resume their duties even long after their retirement. They will win. But one has to lose. And who is it that is losing, Aam admi ya bureaucrats or elected representatives, or religious fanatics, or who? Is it the students, the new generations? Who is it then who will pat their foreheads and say, ‘Oh, What have I done?’ After good night, it is another day. Hope for the best.

Yours,

T T Stephen

Practical solution

Minister of State for External Affairs Gen. V K Singh while speaking yesterday at the seminar on “Voices from Arunachal:  India-China Border Problem and related Arunachal Folklore’ at Rajiv Gandhi University sought an economic solution to the Sino-India border disputes. He spoke of the need to take India to the path of development to solve the vexed boundary issue with China. The former army general said that "China has gone on a progressive path which gives it negotiating strength" over other countries. Singh said that India is selective in its engagement with the international community which is ultimately harmful.

The Minister of State has made an important point. For years government of India has neglected developmental aspects of north east India especially that of Arunachal, which shares international boundary with China.  On the contrary Chinese have carried out massive development on the other side of border with infrastructure being upgraded to meet world class standard. Chinese definitely uses such leverage to unnerve India. Also dragon is not likely to come to a political solution regarding border issue as they will continue to use it for their benefits. Therefore India will have to look for economic solution only.  For this government of India will have to drastically improve infrastructure in NE region and carry out developmental activities on large scale. Also government of India should improve the relation with ASEAN countries. Unless India is financially healthy enough they will not be able to stand upto the Chinese might. Gen Singh has put forwarded an important practical solution. But the question is whether his government is willing to walk on the path suggested by him.
