Arunachalee lifters to represent India
ITANAGAR, Mar 26: 2015 Youth and Junior National Weightlifting Champions, Jimjang Deru (56 Kg) and Lalu Taku (62 Kg) of Arunachal Pradesh who are currently at coaching camp in NIS Patiala, Punjab, will represent India at the Youth World Weightlifting Championship to be held in Lima, capital of Peru from April 6 to 13 next. Both the weightlifters have qualified in the trials conducted for this World event by the Indian Weightlifting Federation at NIS, Patialla recently. They will leave for Lima from New Delhi on April 5.
Meanwhile, Arunachal Weightlifting Association general secretary Daniel Teli congratulated Jimjang and Lalu for being selected and wished them a grand success in Lima World Championship.
Body recovered
ITANAGAR, Mar 26: After 16 days of the tragic road accident at Munna camp on March 9 last, a decomposed body of the missing person was recovered from around 760 meters away from the accident site, Dirang CHC SMO incharge, Dr. S.K. Singh who conducted the post mortem of the deceased informed. ADC D. Riba and Dirang OC also visited the spot, he said.
It is worth mentioning here that at least four persons were feared killed while four others critically injured in a tragic road accident near Munna Camp, Dirang in West Kameng at around 11 PM on March 9. The victims are reported to be from Tezpur and were on their way to Munna Camp to meet their relatives.

Daporijo, Mar 26: An awareness campaign on consumer rights and responsibilities was organized by Department of Legal Metrology and consumer affairs at Dumporijo ground here today.
While attending the programme Otem Jamoh, ADC Dumporijo stressed on the need for the regular conduct of consumer awareness programme in the town. He also appealed the participants to understand their responsibilities and duties on consumer affairs.

Misappropriation of students’ stipend in JN College alleged

PASIGHAT, Mar 26: The Students Union of Jawaharlal Nehru College, Pasighat has alleged massive misappropriation of government fund meant for students’ stipend and other academic activities.
The union in a statement said that huge amount of money released under 'stipend scheme' has been misappropriated by the college authority. Raising questions over transparency and accountability in financial dealing, the union said the office bearers are quite reluctant to disclose any financial information viz. sanctioning amount meant for stipend, actual number of students and disbursed amount with the existing balance.
The union has reported many discrepancies in the allotment of stipend such as unequal allotment of amount, missing of names from the allotment list and delay in payment, while many eligible applicants are not given stipend even after furnishing required documents. Thus, more than 1800 students of this college are still debarred from getting stipend, which is causing concern among the student union members.
The Students' Union is all set to stage dharna before the academic office on March 28, to register their protest against the alleged financial irregularities. The union members further alleged that numerous problems are plaguing the premier educational institution due to weak management of the college authority. It also urged the department of Higher & Technical Education for equal allotment of students' stipend and strict monitoring of the payout procedures in the government colleges.
When contacted principal of JN College clarified that allotment of stipend against the eligible students was made by the directorate. "The college authority has been assigned to disburse the amount as per the allotment list into their bank accounts through the district treasury. Allotment of stipend against particular student is made on the basis of percentage of marks secured in the previous examination with the percentage of attendance in class," he informed.

Beautiful Lower Dibang Valley dirtied by poor garbage management

ITANAGAR, Mar 26: Lower Dibang Valley district is one of the most beautiful and peaceful
districts of the state. Its picturesque sceneries with rivers, mountains, greenery,
have always attracted tourists, especially from the neighbouring Assam. It is also
home to Mayudia, that becomes a busy tourist spot during winters when it is covered
in beautiful glistening snow. The local traditional attire of the Idu-
Overtly rich in culture and tradition, the district is also home to a number of talents who have contributed to the pride of, both our state as well as the nation. However, when a person enters the heart of the district, its impression on the person doesn't stand tall. The appearance of a town speaks volumes about its character and history, however, Roing, the headquarters of Lower Dibang Valley district doesn't seem to do so in a positive manner. The reason being, heaps and heaps of unattended garbage lying proudly to meet the eyes of its visitors, sending an utterly wrong message about the place.
For those who haven't visited the town yet, it starts with the market area which covers a decently large portion of the town. Just a few meters away from the 'Welcome to Roing' gate, lies unmanned garbage of every types of waste materials one can think of. Adding to the beauty is the presence of stray pigs, cows and dogs feasting on this waste! One can only imagine what a sight it must be, but here it is a common view.

In all its fairness, the DUDA has a dustbin constructed in the vegetable market for disposal of the wastes. What cannot be understood is the idea behind the design of this dustbin. It lies at a height of about four feet atop a platform that has a narrow staircase, and its size doesn't seem to be enough to accommodate a day's waste of the market. Due to this design almost 80% of the garbage lies not 'in' the dustbin but all around it. When asked, a source from DUDA said that this design was chosen to protect the garbage from the infestation of stray animals. Ironic as it is, every species of stray animals can be found merrily feasting on the garbage lying strewn all around these dustbins. But yes! The lucky garbage that manage to be thrown into the dustbin, sit safe and sound from these stray animals! The concern department's mission seems to be successfully accomplished based on this fact.
These are only two of the official garbage disposals, but these dustbins have been built in many parts of the town, and the scenario explained above is a common sight around town. The most disturbing part is that these dustbins do not get cleared regularly. A DUDA source says that this is due to lack of manpower in the department.
Time and again, various NGO's, student unions and associations, have tried to clean the town by organising cleanliness drives and social service. They always plead the shopkeepers to maintain cleanliness around the market area, but to no avail. Totally blaming the DUDA will not be fair because they receive no cooperation from the shopkeepers in maintaining the garbage disposal. The garbage that is strewn in the market area doesn't come from people's households from other parts of the town, but from the shops and the households of the shopkeepers living in the market area. They should have a sense of responsibility towards maintaining cleanliness in their area and understand that it is the first place visitors witness at their entrance into town. The Market Committee should also take note of this situation and take necessary measures to maintain cleanliness.
Another concerning aspect of this whole process is that the disposal of the garbage that is collected by the DUDA garbage truck is questionable. The dumping ground of the town is built on the outskirts of the town, near the bypass road. However, as dramatic as it may sound, anybody who for some reason or the other wants to visit the dumping ground, can find their way to it by following the garbage that somehow manages to 'jump' out of the truck onto the road. What seems fishy is that these garbage choose to jump out only after the truck is out of the main township area. Sometimes a batch of the garbage does not even reach the dumping ground. It is simply dumped on the roadside of the bypass. Many picnic goers have witnessed heaps of garbage been dumped on the bank of Eze river too.

Does not the state Government provide the DUDA Roing with enough fund to employ manpower for keeping the town clean? When releasing any scheme, why does the Government fail to look through the efficient implementation of the scheme? Will this beautiful town ever be clean or not, is a matter of wait and watch!

Addressing the workshop as chief guest, Bimalendu Dhar, Chief Manager of State Bank of India, Tezu Branch shared some of his experiences in using soft skills while dealing with the customers in his bank. He also provided some vital tips on soft skills which would enhance the competencies of the students who would ultimately to be in the job market. He dwelt at length on some soft skills which would improve the personality traits on one all irrespective of his vocation.
The programme was conducted by the Entrepreneurship Development Cell (EDC) of the College, Dr. K. Rajendra Babu, HoD Commerce as the Programme Coordinator. Describing the programme as one of the motivational, capacity building and personality development exercises for the students, he differentiated the soft skills with those of the hard skills and emphasized the need for soft skills in the changing milieu of growing job opportunities owing to the concerted developmental efforts of the governments in the context of liberalization, privatization and globalization. Due to enhanced complexities in work places like increased emphasis on team work, the soft skills have become absolutely essential for the success of the organizations as well as individuals.
Using the ICT (Information Communication Technology) extensively, the resource persons delivered their lectures through power point presentations, video and audio clippings.
Razzeko Delley, Assistant Professor in English imparted on Communication Skills, while Time Management Skills, Team Management Skills and Stress Management Skills were deliberated upon by Dr. K. Rajendra Babu.
The students were also awarded with certificates of participation. They expressed the opinion that such programmes be conducted every year in order to make the students competitive in the job market.

Question paper leakage and multiple questions thereof

Why do the accused especially the influential ones fall sick when arrested? Why do
the doctors put a stamp of sickness when checked in hospital? Why was Joram Nagu
on whose direction the PA issued the questions paper spared from the list of accused
who were put under suspension? why should the mains paper 2014 be the photocopy
version of the APPSCCE-
Well, these questions and many more questions will be spontaneously asked by the young Civil Service Aspirants, Members of the Civil Society and the awakened Society at large. Failure on the part of the much hyped SIT and the govt. to punish the guilty and deliver justice to the aggrieved at the earliest would send a very negative message amongst the talented youths of the state. It would not be a wonder if somebody sooner or later moves the Supreme Court for a thorough CBI probe into the scam covering more than two decades to unearth the unholy nexus amongst various black sheep.

Who benefits and who loses?

Ever since the paper leakage theory in the history of most prestigious APPSC office since last 16th Sept. 2014, the development of the story is suspiciously something like a furious flooding river blindly eroding its banks. Everything seems to be like a fire lit without matchsticks or a lighter; wild fire from the crusty dried twigs without frictions, or anything else. The exam which started on 13th continued till 15th September 2014. It was supposed to be over by 20th but closed on 16th Sept 2014.
The aspirant, Mr. A, a sincere candidate, was preparing for the State’s prestigious exam. During his preparation period in the gone years, he desperately looked for sample papers of the past exams, and so happen to get some copies from the office without the slightest idea that the ‘lady luck’ smiled. He studied them but not seriously, and in the exam hall, his mind recalled about having seen those questions, but the answers he forgot. When he went back to his home he found out that the same question paper lying in his drawer. With the doubt that the papers must have been in circulation, the trigger was pulled and the canon ball went rolling. The soldiers of corruptions, university students, other students organizations, media personnel, and many more educated section of the people, all jumped in, and raised their voice against the culprit. But who was the culprit? Many aspirants who wanted to continue their exams were forcefully barred from appearing the rest of the papers. The office was vandalized.
Who was the culprit with whom these soldiers of corruptions started campaigning? Was it an officer or group of officers? Was it only the Commission members? Was it the computer boy? Was it the peon or sweeper? Was it the elected representative? Or was it the system itself? May be some knew the answers but many hit blindfolded.
The officer who gave some sample papers also forgot about who or what was given. Normally each official are assigned their specific duties in the commission. Two boxes of different sets of questions are packed and sealed and presented before the commission who comprise of Chairman, Jt. secretary, and three more members. From among these two sets of question papers, a lot is drawn as to which box should be used in the ensuing exam. The questions are set from different part of the state or the country and no one knows about it. It is also not sure whether the questions that the questionnaire had set will come in the ensuing exam.
Immediately some officials were under suspensions, and the deputy Secretary was given
the charge of looking after the exam. This was done so because he was the trusted
officer in the APPSC. But soon he was politely asked to sign on his suspension order.
Later the SIT (special investigating team) was constituted. The investigation and
enquiry started. So far no arrest was made during course of investigation for there
was no evidence of crime or corruption against the officers. The Deputy Secretary
was charge sheeted within the department and asked to reply which he did immediately.
After submission of the written reply, the chairman neither charged him nor acquitted
him as per official norms. Despite repeated requests, he was kept pending about the
answers to his replies. Almost every official in the commission co-
The infinity now is how will the APPSC now run? From Jt. Secretary to PAs is under extended suspension period of another 90 days. This means that the commission may fall short of experienced drivers to drive. If at all new batch is hired, then they may take some time to start the engine to run it smoothly?
So far no corruption or scam case has been settled in favor of us the simple public. In the end, these officers will be tried in the court, and ultimately they will be victorious and resume their duties even long after their retirement. They will win. But one has to lose. And who is it that is losing, Aam admi ya bureaucrats or elected representatives, or religious fanatics, or who? Is it the students, the new generations? Who is it then who will pat their foreheads and say, ‘Oh, What have I done?’ After good night, it is another day. Hope for the best.

For years government of India has neglected developmental aspects of north east India especially that of Arunachal, which shares international boundary with China. On the contrary Chinese have carried out massive development on the other side of border with infrastructure being upgraded to meet world class standard. Chinese definitely uses such leverage to unnerve India. Also dragon is not likely to come to a political solution regarding border issue as they will continue to use it for their benefits. Therefore India will have to look for economic solution only. For this government of India will have to drastically improve infrastructure in NE region and carry out developmental activities on large scale. Also government of India should improve the relation with ASEAN countries. Unless India is financially healthy enough they will not be able to stand upto the Chinese might. Gen Singh has put forwarded an important practical solution. But the question is whether his government is willing to walk on the path suggested by him.
